I used http://editor.datatables.net/manual/generator to build a sample for an ASP.NET Web API project. I can make an editable datatable using that.

I'm using Select2 to allow me to select two (and only two) items from a dropdown list. I've built the dropdown list, but it allows me to select more than two items.

To answer my own question. This "scrollX" : false, doesn't quite work as expected. As a work around I've decided to use the following.
