Bug in the php validation libraries (legacy syntax)

There's a small bug in the PHP validation libraries, in maxLenLegacy(), which does not use the right validator :

Line 1237, replace

return Validate::minLen( $max, $opts );

with

return Validate::maxLen( $max, $opts );
